RIMINI, Emilia-Romagna — Teenagers held in Milan’s Beccaria juvenile prison spend part of their sentence building electrical control panels, and nine in 10 who finish the training leave for permanent factory work. Italy’s government now wants to widen the tax breaks behind schemes like this, as it looks to cut reoffending and ease pressure on an overcrowded prison system.
